PITTSBURGH, PA - Sheriff William Mullen announces the apprehension of Donald Chappel, 56 years old, from Hazelwood. Chappel was wanted on a warrant for violation of probation on the charge of Sexual Abuse of Children and Dissemination of Child Pornography.
In November of 2014, Chappel was arrested for sexually harassing a young man via text messages and phone calls, including the dissemination of sexually explicit images of children. Chappel pled guilty to these charges in May of 2015 and was sentenced to 23 months house arrest and five years of probation.
On November 16th, Chappel cut off his house arrest ankle monitor and fled the area. Over the course of their investigation, detectives from the Allegheny County Sheriff’s Office Fugitive Squad developed information that Chappel may have fled the state of Pennsylvania.
This afternoon, detectives obtained information that Chappel was in the Wheeling, W.V. area. Because Chappel is a former truck driver, deputies contacted Ohio County, West Virginia Sheriff’s Office to help search various truck stops along Interstate 70. Chappel was located and taken into custody by Ohio County Sheriff Pat Butler at a truck stop off of Exit 3 of Interstate 70, near Wheeling.
Chappel is being held in Ohio County Jail where he will be charged as a fugitive of justice and await an extradition hearing.
Upon return to Allegheny County, Chappel will be charged with escape, flight to avoid apprehension, failure to register as required as a sex offender and criminal mischief.
